The City of Santa Monica Office of Sustainability and the Environment (OSE) has created a reusable bag exchange called "Share A Bag" program.
The City Council of Santa Monica, California, USA voted unanimously on January 25th to ban single-use bags.
The Council approved the SINGLE-USE CARRYOUT BAG ORDINANCE on February 8, 2011. The Ordinance will take effect on March 9th but will not be enforced until September 1st.
Under the "Share A Bag" Program, the OSE will set up exchange containers in retail businesses. Customers who have extra reusable bags can drop them in the exchange containers. Other customers who don't have a bag and need one, can get one from the exchange bin.
